Add a simple comment regarding openvpn_snprintf() is duplicated

Commit df5a4380c3931520d5fae2b18f0fc2e67a883aae copies this function
from buffer.c to service-win32/openvpnserv.c.  Any changes on either
places should be done in both implementations.
