tuklib_cpucores: Use HW_NCPUONLINE on OpenBSD.
On OpenBSD the number of cores online is often less than what HW_NCPU would return because OpenBSD disables simultaneous multi-threading (SMT) by default. Thanks to Christian Weisgerber.
